Stephen Harper put forth a concept to model the Canadian federation after Belgium, where federal authority is divided along linguistic lines.
Speaking to an audience in Quebec, Harper said there are some areas where Ottawa could hand over some of its powers to linguistic groups, such as francophones or anglophones.
The idea was ridiculed by the Liberals, Intergovernmental Affairs Minister Lucienne Robilliard saying, "he seems to want all francophones to speak with one voice, and the same for anglophones, and this is not the reality of Canada".
One thing can be said about Belgium without debate...their beer is better than Canada's.
