One in three Hamilton houses built in the last 18 months was under construction before the city issued a building permit, results of a Spectator investigation have determined.

The Hamilton Spectator reviewed a random sampling of 120 permits issued by the city over the past year. The newspaper found that 40 were being built and had been inspected before the mandatory permit was issued.

City officials admitted at a meeting yesterday that the numbers uncovered by The Spectator are representative of all new single-family house construction in Hamilton for the past 18 months.

At yesterday's committee meeting, city building construction manager Jorge Caetano said a new policy is being drafted for building inspectors requiring them to issue an order to comply within 24 hours of discovering construction proceeding without a permit.

Failure to comply within 10 days will result in a stop-work order. Source...
