Three city managers were fired after an independent investigation into a harassment complaint in the city licensing department. Discipline is acceptable for city staff, it seems, but not for council colleagues.

Council voted in a secret session last week to ignore a report's recommendation that Councillor Bernie Morelli receive sensitivity training as a result of his harassment of a city inspector two years ago.

Councillors, hiding behind a cloak of confidentiality, won't talk about it except after the fact and on their terms. That's not good enough: The public is owed a complete, even formal, explanation.

Mayor Fred Eisenberger, who campaigned on a promise of an integrity commissioner for council, has disappointingly failed to show anything has changed, or appears likely to change in the foreseeable future, in the council's chamber or back rooms.
