Horwath's context was crystal-clear: Downtown Hamilton has paid parking, ergo
parking meters and off-street paid lots should be installed and
brought on board in downtown Stoney Creek, Flamborough, Ancaster and
any other commercial districts in the amalgamated city -- think
of Locke Street in southwest Hamilton -- where parking is
still free.
As you may recall, Horwath is a former unsuccessful federal
New Democrat candidate with strong NDP ties. No doubt that's
the reason a quote from Winston Churchill pops into my
head when this even-steven stuff comes up.
Churchill noted that the inherent vice of capitalism is the
unequal sharing of blessings and the inherent virtue of socialism
is the equal sharing of misery.
She seems to think that since shoppers in the core
have to pay for parking, shoppers everywhere should be penalized
as well.
It's a narrow point of view that also brings to
mind one of Aesop's fables. You know the one: There's
this dog lying in a manger which, although she can't
eat the barley herself, will not allow a horse, which
wants to eat it, come anywhere near the feed.
In other words, the dog in the manger is trying
to prevent another creature from having something which she herself
cannot have.
At the very least, staff's report on this, which probably
won't go to council until August, should yield some interesting
facts.
